Leadership Team

Stuart Blumberg CEO


As a healthcare professional, Stuart Blumberg, President and Chief Executive Officer (CEO) of Health Plus Management Services, LLC, identified the need for physicians to be able to focus on the care of their patients and not be burdened with the time consuming administration of running a medical practice. Under his direction, Health Plus Management was developed as the administrative solution. 

With over 25 years of experience in the medical industry, Mr. Blumberg’s forward thinking and strong dedication to excellent customer service has enabled Health Plus Management Services to thrive for over two decades. In addition to the development and continued growth of Health Plus Management Services, Mr. Blumberg was previously involved in the development of outpatient diagnostic, radiology and orthopedic centers. 

Scott Asher Chief Development Officer


Scott Asher is Chief Development Officer for Health Plus leading our growth efforts focused on new partnerships and M&A.  Most recently, he served as VP for NVISION Eye Centers where he led all development and acquisition activity.  He has also held corporate healthcare development roles at Vantage Oncology and DaVita.  His prior experience includes investment banking and middle market lending. Scott received his BS in Management from The State University of New York at Geneseo and his MBA from the University of Rochester’s William E. Simon Graduate School of Business Administration.

Jeff Rubin Chief Marketing Officer


As Chief Marketing Officer for Health Plus Management Services since its inception, Jeffrey and his team of marketing representatives have developed a broad and deep network of referral sources for the supported practices.

As a health care professional, Jeffrey is able to bring a unique perspective and understanding of the intrinsic needs of active and potential referral sources, tailoring nuanced messaging and services that respond to their needs. The efforts of Jeff and his team over the course of HPM’s evolution have strengthened the reputation of Health Plus, bolstering the company and it’s various branded properties as a trusted regional health care resource.

Jeffrey received his Bachelors of Science degree from the University of Massachusetts and Doctorate of Chiropractic degree from Life College, School of Chiropractic.

Claudia Hinrichsen Chief Legal Officer/General Counsel


Claudia will be leading the legal and compliance initiatives of HPM as our scale continues to grow into further locations and practice specialties.

Immediately prior to joining HPM, Claudia served as the General Counsel of CityMD Urgent Care Center for the past five years where she led corporate, strategic and tactical legal initiatives for numerous legal entities in 120 locations across three states. Prior to joining CityMD, she was a practicing healthcare attorney with such notable law firms as Nixon Peabody and Abrams Fensterman.

Claudia brings with her 30 years of experience in representing health care providers in connection with a myriad of business and legal issues including managed care, fraud and abuse, HIPAA and corporate compliance, transaction arrangements, and patient-related legal issues.

Claudia was name a “Super Lawyer” in each from 2011- 2019 and lectures on business and health law topics regionally. She earned her BS in Management magna cum laude from SUNY Geneseo and her Juris Doctor with distinction from Hofstra University School of Law.

Eric Schencman SVP of IT


Eric Schencman, Senior Vice President of IT brings to Health Plus over twenty five years of experience building and supporting applications and network infrastructures for multiple companies across five industries. Under Eric’s leadership, Health Plus is making new and noteworthy strides as an IT powered services company. Eric earned his Bachelor’s of Arts in Communications from Hofstra University.

Moti Nahmany SVP Finance and Business Intelligence


Moti Nahmany serves as SVP Finance and Business Intelligence for Health Plus Management. He is responsible for financial planning and reporting, for data driven operational analysis and support of the organization including the evaluation of new business opportunities, and financial leadership of acquisition activities. He brings extensive experience in technology, investment banking and in finance. He holds a B.Sc. in Electrical Engineering from Technion – Israel Institute of Technology and an MBA in Finance from NYU Stern School of Business.

Mohammad Ali Senior Vice President of Finance and Accounting


Mohammad M. Ali serves as the Senior Vice President of Finance and Accounting for Health Plus. He leads the accounting department and is responsible for all budgeting, forecasting, reporting and financial controls of the company. He brings 18 years of financial experience with multi-entity retail and service businesses including most recently, 11 years with a global health and wellness chain as the SVP of Finance, Controller and Treasurer. Among his core strengths are financial re-structuring, cost-cutting, banking, and on-time closing of the books. Mohammad holds a B.B.S. in Accounting from University of Rajshahi, Bangladesh and a B.A. in Accounting from City University of New York.
